　　焦化革命賦能行業綠色嬗變，焦化工序作為鋼鐵生產鏈能耗與污染的重災區，其能源回收效率直接影響行業碳達峰進程。中國中冶針對性自主研發清潔化大型化干熄焦技術等，大大消除傳統熄焦各類環保問題，受到國家鼓勵支持，并列入法規性文件，在全行業重點推廣應用。清潔化大型化干熄焦技術可回收80%以上的熱能用于生產蒸汽和發電，具有全程不費一滴水、不冒一絲煙、不漏一粒塵、再生許多電等優勢，國內擁有完全自主知識產權的系列干熄焦技術正來自中冶焦耐。此外，貴州通過積極探索和大力推廣煤化工尾氣發電機組，將這一難題轉化為發展機遇，為工業領域的可持續發展注入新活力。在政策引導和企業自身需求的雙重驅動下，煤化工尾氣發電技術在貴州迎來了發展的春天。這一技術不僅有效解決了尾氣排放帶來的環境問題，還為企業開辟了新的電力供應渠道，降低了對外部電網的依賴，大幅降低了生產成本，實現了經濟效益與環境效益的雙贏。因此，國家鼓勵發展焦化發電機組，但不鼓勵高污染高能耗的焦化產業。

　　The coking revolution empowers the green transformation of the industry. As a major disaster area for energy consumption and pollution in the steel production chain, the energy recovery efficiency of the coking process directly affects the industry's carbon peak process. China Metallurgical Group Corporation (MCC) has independently developed targeted clean and large-scale dry quenching technology, which greatly eliminates various environmental problems of traditional quenching. It has been encouraged and supported by the country and included in regulatory documents, and is being promoted and applied as a key focus in the entire industry. The clean and large-scale dry quenching technology can recover more than 80% of the heat energy for steam production and power generation. It has the advantages of not wasting a drop of water, not emitting a single smoke, not leaking a single particle of dust, and regenerating a lot of electricity throughout the process. The series of dry quenching technologies with completely independent intellectual property rights in China are from MCC Jiaonai. In addition, Guizhou has actively explored and vigorously promoted coal chemical tail gas power generation units, turning this problem into a development opportunity and injecting new vitality into the sustainable development of the industrial sector. Driven by both policy guidance and the needs of enterprises themselves, coal chemical tail gas power generation technology has ushered in a spring of development in Guizhou. This technology not only effectively solves the environmental problems caused by exhaust emissions, but also opens up new power supply channels for enterprises, reduces dependence on external power grids, significantly reduces production costs, and achieves a win-win situation of economic and environmental benefits. Therefore, the country encourages the development of coking power generation units, but does not encourage the coking industry with high pollution and energy consumption.

　　從國家能源局官網獲悉，國家能源局、環境保護部近日聯合下發了《關于嚴格限制燃石油焦發電項目規劃建設的通知》，要求嚴格限制以為主要燃料（石油焦占比大于20%）的火電廠規劃建設。京津冀魯、長三角、珠三角等大氣污染防治重點區域和重點城市，禁止審批建設自備燃石油焦火電（含熱電）項目。

　　According to the official website of the National Energy Administration, the National Energy Administration and the Ministry of Environmental Protection recently jointly issued the "Notice on Strictly Restricting the Planning and Construction of Petroleum Coke Power Generation Projects", requiring strict restrictions on the planning and construction of thermal power plants that use petroleum coke as the main fuel (with a proportion greater than 20%). Key areas and cities for air pollution prevention and control, such as Beijing Tianjin Hebei Shandong, Yangtze River Delta, and Pearl River Delta, are prohibited from approving the construction of self owned petroleum coke thermal power (including thermal power) projects.

　　各省（區、市）發展改革委（能源局）、環保廳，各派出能源監管機構，國家電網公司、南方電網公司，華能、大唐、華電、國電、國電投集團公司，神華集團、國投公司、華潤集團，中國國際工程咨詢公司、電力規劃設計總院：

　　Development and Reform Commission (Energy Bureau) and Environmental Protection Department of each province (region, city), dispatched energy regulatory agencies, State Grid Corporation of China, Southern Power Grid Corporation of China, Huaneng, Datang, Huadian, Guodian, Guodian Investment Group Co., Ltd., Shenhua Group, Guotou Company, China Resources Group, China International Engineering Consulting Corporation, and Electric Power Planning and Design Institute:

　　為貫徹落實《國務院關于印發大氣污染防治行動計劃的通知》（國發〔2013〕37號），推進大氣污染防治，嚴格限制等高污染燃料的污染物排放，現就有關要求通知如下：

　　In order to implement the Notice of the State Council on Issuing the Action Plan for Air Pollution Prevention and Control (Guofa [2013] No. 37), promote the prevention and control of air pollution, and strictly limit the emission of pollutants from high polluting fuels, the relevant requirements are hereby notified as follows:

　　一、石油焦是石油煉制過程中的副產物，具有含碳量高、硫份高、含有重金屬化合物的特點。作為工業燃料時多為高硫低品質石油焦，其燃燒發電產生的大氣污染物易對環境產生較大影響。因此，應嚴格限制以石油焦為主要燃料（石油焦占比大于20%）的火電廠規劃建設。

　　1、 Petroleum coke is a byproduct of petroleum refining, characterized by high carbon content, high sulfur content, and the presence of heavy metal compounds. As an industrial fuel, it is mostly high sulfur and low-quality petroleum coke, and the atmospheric pollutants generated by its combustion for power generation can have a significant impact on the environment. Therefore, the planning and construction of thermal power plants that use petroleum coke as the main fuel (petroleum coke accounts for more than 20%) should be strictly restricted.

　　二、燃石油焦火電（含抽凝熱電）項目應參與電力電量平衡，依據燃煤電站總量控制目標納入國家電力發展規劃，并參照執行煤電淘汰落后產能政策。根據《政府核準的投資項目目錄》的有關規定，燃石油焦火電項目由省級政府核準，燃石油焦熱電項目由地方政府核準。

　　2、 The petroleum coke thermal power (including extraction condensing thermal power) project should participate in the balance of electricity and quantity, be included in the national power development plan based on the total control target of coal-fired power plants, and refer to the implementation of the policy of phasing out outdated coal-fired power capacity. According to the relevant provisions of the "Catalogue of Investment Projects Approved by the Government", petroleum coke thermal power projects are approved by provincial governments, and petroleum coke thermal power projects are approved by local governments.

　　三、（含熱電）項目在京津冀魯、長三角、珠三角等大氣污染防治重點地區以及重點城市，參照燃煤火電項目，按國家有關規定要求嚴格實施煤炭減量替代政策，石油焦消費總量按發熱量折算至標煤計算煤炭消費總量。同時，嚴格按照《建設項目主要污染物排放總量指標審核及管理暫行辦法》（環發〔2014〕197號）實施污染物排放總量指標替代。

　　3、 The (including thermal power) project is located in key areas and cities for air pollution prevention and control, such as Beijing Tianjin Hebei Shandong, Yangtze River Delta, and Pearl River Delta. Referring to coal-fired power projects, the coal reduction and substitution policy is strictly implemented in accordance with relevant national regulations. The total consumption of petroleum coke is calculated based on the conversion of calorific value to standard coal to calculate the total coal consumption. At the same time, the replacement of pollutant emission quotas will be strictly implemented in accordance with the Interim Measures for the Review and Management of Total Pollutant Emission Quotas for Construction Projects (Huan Fa [2014] No. 197).

　　四、京津冀魯、長三角、珠三角等大氣污染防治重點區域和重點城市，禁止審批建設自備燃石油焦火電（含熱電）項目。

　　4、 Key areas and cities for air pollution prevention and control, such as Beijing Tianjin Hebei Shandong, Yangtze River Delta, and Pearl River Delta, are prohibited from approving the construction of self owned petroleum coke thermal power (including thermal power) projects.

　　五、嚴格限制規劃建設燃石油焦火電（含熱電）項目。利用當地副產的石油焦并經充分論證確有必要的，須根據環評批復及相關污染物排放標準同步安裝高效脫硫、脫硝和除塵設施，滿足國家火電廠大氣污染物排放控制要求。

　　5、 Strictly limit the planning and construction of petroleum coke thermal power (including thermal power) projects. If it is necessary to utilize locally produced petroleum coke and it has been fully demonstrated, efficient desulfurization, denitrification, and dust removal facilities must be installed in accordance with the environmental impact assessment approval and relevant pollutant emission standards to meet the national requirements for air pollutant emission control in thermal power plants.

　　六、發電項目應采用先進的生產工藝和治理技術，確保達標排放。新建燃石油焦發電機組達到超低排放水平。現役機組按照國家煤電節能減排有關要求，實施超低排放改造和節能改造，鼓勵有條件的地區將燃石油焦發電項目改造為燃氣發電項目。

　　6、 Power generation projects should adopt advanced production processes and treatment technologies to ensure compliance with emission standards. Newly built petroleum coke power generation units achieve ultra-low emission levels. In accordance with the national requirements for energy conservation and emission reduction of coal-fired power plants, active units are undergoing ultra-low emission and energy-saving renovations. Regions with conditions are encouraged to transform petroleum coke power generation projects into gas-fired power generation projects.

　　七、省級能源主管部門會同環保、國家能源局派出能源監管機構等部門對本地區燃石油焦發電機組的規劃、建設、運營等環節實施閉環管理，確保燃石油焦發電機組各項條件滿足有關要求。

　　7、 The provincial energy regulatory authorities, together with environmental protection and the National Energy Administration, dispatch energy regulatory agencies and other departments to implement closed-loop management of the planning, construction, operation and other aspects of local petroleum coke power generation units, ensuring that all conditions of petroleum coke power generation units meet relevant requirements.

　　八、地方環保部門要嚴格轄區新建發電項目環評審批，強化大氣污染物排放監管，對排放不達標、不符合總量控制要求的項目督促整改。燃石油焦發電項目要根據環評批復及相關污染物排放標準規范制定企業自行監測方案開展環境監測，接受環保部門監督并公開相關監測信息。

　　8、 Local environmental protection departments should strictly approve the environmental impact assessment of new power generation projects in their jurisdiction, strengthen the supervision of air pollutant emissions, and urge rectification of projects that do not meet emission standards or total control requirements. The petroleum coke power generation project shall develop a self-monitoring plan for the enterprise to carry out environmental monitoring in accordance with the environmental impact assessment approval and relevant pollutant emission standards and regulations, accept supervision from the environmental protection department, and disclose relevant monitoring information.
